Lagos State Government has announced restriction of vehicular movement in the State on Saturday July 22, 2017 in view of the elections that will hold across the 20 Local Government and 37 Local Council Development Areas (LCDAs) across the State.
In a statement released on Sunday by the State’s Commissioner for Information and Strategy, Mr. Steve Ayorinde, the restriction of movement across the State will be enforced between 8am and 2pm on Saturday July 22, to allow for a smooth conduct of the polls and unhindered participation.
According to the Commissioner, the State is known for peaceful conduct of elections, and as such, urged residents to be peaceful and orderly on Saturday to cast their votes in their respective wards for Chairmen and councilors who are expected to drive development at the third tier of government.
He explained that as the election that will bring on board a new set of public officers for the next four years at the local government level, the restriction will allow the Lagos State Independent Electoral Commission (LASIEC) and the security agencies to distribute electoral materials in good time and ensure the sanctity of free and fair electoral process.
“The police and other security agencies are ready to ensure that the electioneering campaign and the voting on Saturday are conducted smoothly without public disturbance. Every political party, candidates and their supporters and the general public are hereby assured of safety throughout the period of voting and collation. “However, the government solicits the cooperation of voters and the general public by obeying the restriction order and the general electoral rules in order to ensure a peaceful conduct before, during and after the elections,” Ayorinde said.
The release also quoted Governor Akinwunmi Ambode as urging Lagosians to perform their civic obligations by trooping out with their Permanent Voters Card (PVC) “to once again demonstrate their belief in the tenets of participatory democracy and the importance of development at the local government level.”

About 30 persons died when an inferno from an explosion razed part of the Calabar Free Trade Zone, CFTZ, in the early hours of yesterday.
He said people started scooping it with various containers—drums, plastic and steel buckets.
The fire
According to Uti, “it was during the scooping of fuel from the gutter that the fire started and flowed back to LINC Oil and Gas and to Nigeria Ports Authority, NPA, where it entered a vessel loaded with PMS.
“As I speak with you, we have brought out eight bodies from LINC Oil and Gas and about six people, who were scooping fuel outside the gate, also died.”
Another eyewitness revealed that “the people scooping fuel said that the fire was ignited by somebody who was smoking cigarette close to one of the gutters that the product was flowing through, while some said it was a spark from one of the stainless steel buckets.
“For now, I can tell you that the Safety Manager and some security personnel from the company are dead. This tragedy was caused because someone got greedy; the person, who opened that valve, caused this fire because they wanted to steal petrol.”
He added that the host community, Esuk Utan, was not spared as the fuel from the gutter flowed into the community.
He added, “due to the strong fumes of the petrol, some members of the community woke up to realise that petrol was flowing through their gutters and decided to scoop the product.”
7 die in fish village
A fishing settlement on the waterfront nearby was not spared. The settlement, which also serves as a fish market, was razed and seven people, who lived there, lost their lives also, according to eyewitnesses.
Several wooden canoes and engine boats were caught in the inferno.
‘We were discharging old product’
Meanwhile, a staff of the depot, who spoke under the condition of anonymity, said the fire outbreak occurred when staff of the depot were discharging old products from the tanks to create space for new consignment.
According to the staff, “as we speak right now, the vessel that brought in our new product is just by the port here. Some of our staff were discharging the old product from the tank with a view to bringing in the new one when the fire outbreak occurred.”
‘Eyewitness report’
A staff of one of the oil and gas company, who pleaded anonymity, said: “Almost 30 people have been confirmed dead. So many have severe injuries and have been rushed to the hospital.
“I saw someone whose entire legs melted in the fire. It was only his bones that were sticking out. I do not know if he will survive. It was very horrible. There was fire everywhere.
“Nobody knew where they could run to. Many other companies in this vicinity and even inside the NPA have had one equipment or the other affected by the fire.
“The truth is that they were performing illegal business there that is why there were no safety measures in place, making the situation get out of hand. If it was a normal operation, I believe it could have been contained easily. They have been doing this for long, but today was bad luck for them.
“However, it is just fortunate that the tank farms themselves did not blow up, thanks to the sophisticated fire fighting equipment they have. Otherwise, the impact would have been like that of an atomic bomb.”

An incident, which occurred around 10pm last Sunday, has thrown the neighbourhood into mourning.
Amarana, 23, a graduate of Community Development from Enugu State University of Science and Technology, was certified dead on arrival at the Gwarimpa General Hospital.
Amarana’s elder sister, Precious, told our correspondent on Sunday that the deceased was stabbed in the heart leading to his demise shortly after.
She explained that Nwafor and her brother were friends, stressing that the murder of Amarana was premeditated.
She said she was informed by eyewitnesses that Nwafor had asked her brother to meet him at home so they could resolve an issue bordering on the illegal power connection by a new neighbor, who was said to have been sanctioned by Amarana.
Precious said, “Chibuzor phoned my brother to come back home so they could talk about the power supply extended to a new neighbour by Amarana.
“In the course of their discussion, they started quarreling and they were prevented from fighting by those present.
“The next thing that Chibuzor did was to enter his room and got a knife which he hid so that the others would not see it; he then stabbed my brother in the heart.
“I don’t know why he would kill somebody he ate and drank with. I believe he planned the murder all along, but he must tell the world why he did this.”
Chibuzor Nwafor, has been arrested for stabbing his friend and neighbour, Amarana Chikezie, to death following a disagreement over power connection at their residence in Kado-Kuchi behind Next Shopping plaza, Jabi, Abuja.
A common friend of both Amarana and Chibuzor, who spoke on condition of anonymity, explained that the deceased was planning to join the Nigerian Air Force before his death.
Narrating how Amarana died, he said that the deceased was rushed to a pharmacist after he was stabbed, who declined to treat him unless there was a police report.
He said, “We then decided to take him to Gwarimpa General Hospital, but we couldn’t get a vehicle on time. For about 20 minutes, we were looking for a cab while we kept him in front of the chemist shop.

“It was a man who was going to a church vigil that took him to the hospital, but the doctor said he died five minutes after he was stabbed, adding that there was no way he could have survived because the knifed penetrated his heart.”
He further stated that Chibuzor was tricked to the hospital where he was arrested by policemen who were waiting for him.

Former Petroleum Minister, Diezani Alison-Madueke, who is being investigated for a series of multi-billion dollar fraud and money laundering offences in Nigeria, the United Kingdom and America has threatened to squeal on her associates, Kola Aluko and Jide Omokore.
She said after opening up on everything that transpired in the controversial fraudulent transactions, she would be ready to be thrown in jail along with her co-conspirators.
Mrs. Alison-Madueke’s explosive comment is contained in a recorded conversation recovered by investigators probing the corruption allegations against the former minister.
Details of the conversations, according to online portal, Premium Times, have now been filed as part of a civil complaint by the United States Department of Justice (DoJ) seeking the forfeiture of over $144 million slush fund.
The trio of Mrs Alison-Madueke, Mr. Aluko and Mr. Omokore were listed as persons of interest in the civil complaint filed at the US District Court, Houston, Texas.
The complaint revealed how the three individuals laundered millions of dollars on behalf of Mrs Alison-Madueke, which was used in buying property in the US and the UK for her family in return for oil contracts to Atlantic Energy Drilling Concepts Nigeria Ltd, AEDC, and Atlantic Energy brass Development Ltd, AEBD, two Shell companies owned by Mr Omokore.
In the conversation with Mr Aluko recorded by herself on May 14, 2014, a clearly angry Mrs Alison-Madueke admitted to helping her associates secure the multi-billion dollars Strategic Alliance Agreements, SAAs, deals.
In another conversation with another unknown recipient, the former minister dared Aluko to reveal details of their dealings, and then face the consequences.
She was, however, furious at how the ostentatious acquisitions of Messrs Aluko and Omokore might have led law enforcement agencies across the world to their shady dealings.
In the recorded conversation, Mrs Alison-Madueke, in response to speculations that Mr Aluko was going to blackmail her, threatened to spill the beans.
She said she was ready to reveal to Nigerians all that happened and was ready to follow Messrs Aluko and Omokore to jail.

She said: “I will tell him (Aluko) to bring everything out, and then you know what will happen? No problem, I will be happy to escort all of you to jail along with myself. I said, in fact, you’ll be shocked by what I will do. Because when it comes to that, I will come out and tell the Nigerian people this is what happened.
“Anything they want to say, I am happy to go. But I will come out openly and say it so that they can judge me openly. And then all of us go and sit on the gate. Let us see who survives, me or you.”

The Presidency will soon approach the Supreme Court to make a pronouncement on the lingering crisis between the executive and the National Assembly over the powers of the President to appoint some heads of government agencies without recourse to the Senate based on the provisions of Section 171 of the Constitution.
A Presidency source, who disclosed this to journalists in Abuja, on Sunday, said the development was based on legal advice made available to the government on the different interpretations of the law on the matter.
The Acting President, Yemi Osinbajo, had, in an interview in April, ruled out the possibility of President Muhammadu Buhari replacing the acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, whose nomination was rejected by the Senate twice.
He had said he aligned himself with the argument of a Senior Advocate of Nigeria, Mr. Femi Falana, that Senate confirmation was not needed for the EFCC chairman based on the provisions of Section 171 of the Constitution.
Osinbajo’s statement drew the anger of Senators, who, penultimate Tuesday, resolved to step down all requests for confirmation into executive positions from the Presidency.
A source in the government said on Sunday that the legal advice, prepared as a working document in the Presidency regarding the differences in the constitutional interpretations on matters of certain federal appointments, recommended that a judicial pronouncement, preferably by the Supreme Court, would settle the matter.
He said although the Presidency believed that Section 171 was clear that certain appointments did not require Senate’s consent, it (the Presidency) was not behaving as if its interpretation of the law had become a policy.
The source stated that the Presidency was persuaded that its interpretation was the correct one, but it was conscious and aware of the fact that only a proper judicial ruling on the matter would make it a settled policy on point of law.
He added that the advice unearthed a ruling of the Supreme Court on the matter, where the current Chief Justice of Nigeria, Justice Walter Onnoghen, before his elevation as the CJN, had ruled in line with the view of the Presidency on the matter.
Onnoghen was quoted to have ruled that wherever and whenever the Constitution speaks, any provision of an Act/Statute on the same subject matter, must remain silent.
“The divergent positions being held by the executive and the legislature on the subject of confirmation is one that requires timely and ultimate resolution. Such resolution could only be reached through judicial process.
“Such interpretation would lay to rest the lingering crisis between the two arms,” the source stated, quoting the recommendation made in the legal advice.
Specifically on Magu, he said the advice concluded that “the rumblings in the discourse on the confirmation of the EFCC chairman have more to do with politics that with the law.”
The advice, which affirms the powers of the President to appoint, in acting capacity, into positions such as the EFCC chairmanship, according to the source, also noted that “in the recent past, the ministerial nomination of the late Prof. Abraham Babalola Borishade (Ekiti State) by (former) President Olusegun Obasanjo was rejected repeatedly by the Senate.”
It added, “In fact, it will be recalled that this particular nomination was presented four times in 18 months before it was eventually confirmed by the Senate.

“This position is because of the long established and entrenched principle of law that any legislation, that is inconsistent with the provision of the Constitution, is null and void and of no effect whatsoever to the extent of such inconsistency. (See the Supreme Court cases of DR. OLUBUKOLA ABUBAKAR SARAKI v. FEDERAL REPUBLIC OF NIGERIA (2016) LPELR-40013 (SC) and CHIEF ISAAC EGBUCHU v. CONTINENTAL MERCHANT BANK PLC & ORS (2016) LPELR-40053 (SC).
“In the case of CHIEF ISAAC EGBUCHU v. CONTINENTAL MERCHANT BANK PLC & ORS (Supra), Walter Samuel Nkanu Onnoghen, who today is the Chief Justice of the Federation, held, at page 19, paragraph C, ‘The time-honoured principle of law is that wherever and whenever the Constitution speaks any provision of an Act/Statute, on the same subject matter, must remain silent’.”
Despite its position on the matter, the government official said it was not accurate to say the Presidency had started to act unilaterally on its own interpretation of Section 171.
“Since the time the Acting President spoke and when Senate recently expressed its disagreement, we have been sending nominations on several occasions, including into the INEC and other boards and commissions.
“So, we are clearly not acting unilaterally based on our own interpretation of the law, even though we believe firmly we are right,” he added.
