Office of the Senate President on Thursday said the sacking of aides to Senator Bukola Saraki is for efficiency. It said the exercise was to reposition the office for efficient service delivery.
The office, which refused to confirm the number of those affected, explained that most of the officials affected were those posted from the National Assembly Service Commission, who were deployed back to the service.
Sources in the Senate, however, put the number at 98.
A source in the Senate, who spoke on condition of anonymity, said most of the affected officials were inherited by Saraki, including the Director of Protocol, Arthur Ndiwe, who had occupied the office since Senator Ken Nnamani was the Senate President.
It was further gathered that those affected were issued sack letters through the Chief of Staff to the President of the Senate, Hakeem Baba-Ahmed, in batches.
The Special Adviser to the President of the Senate on Media and Publicity, Mr. Yusuph Olaniyonu, while briefing journalists on the development on Thursday, said the downsizing was based on Saraki’s discretion based on the judgment of a review committee.
Olaniyonu explained that the “staff review” was the outcome of an assessment exercise which started four months ago.
He said, “It is entirely his (Saraki’s) discretion to determine who works with him, those who are helping his agenda, and those areas where gaps need to be filled. This is important for the efficiency of the office.
“It is not a negative thing; it is to ensure that the office is more invigorated and better positioned. It is possible some new people may also be joining in areas lapses have been observed.
“It is good for a public official like the Senate President to have given everybody the opportunity to serve. The last 26 months were good enough to determine who would fit into his agenda for the next 22 months of the lifespan of this Senate.”
Olaniyonu further said the members of staff were in three categories: those who were considered fit to remain in office, those who needed to be removed, and the fresh hands needed to be brought in.
He added, “The restructuring that has just taken place on the workforce in the Office of the Senate President being reported as mass sacking in the media was meant to reposition the office for service delivery, the outcome of which has affected three categories of members of staff in different ways.
“The first category of workers are those that have been found capable and competent to continue with their job, like all the entire members of the media unit.
“The second category of workers are those earlier seconded from the National Assembly bureaucracy to serve in the Office of the Senate President but now directed to go back to their civil service job, like the Head of Administration, Mrs. Folashade Adigun.
“The third category of workers are those whose services within the last two years were not all that satisfactory in the eye of the committee set up by the Senate President to carry out the repositioning exercise of his office.”
Olaniyonu, however, did not provide details on the number of those affected in each category. He also dismissed the reports that the exercise was meant to cut cost, insisting that it was for efficient service delivery.
Saraki had in December 2016 directed the National Assembly management to carry out a “comprehensive human resource audit.”
His former Chief of Staff, Senator Isa Galaudu, who later resigned his appointment, had in a letter to the Clerk to the National Assembly, Mohammed Sani-Omolori, said the measure was aimed at “verifying the skills, efficiency and motivation of the employees of the National Assembly.”
“The President of the Senate expects the assessment to be completed within 90 days and progress reports be submitted regularly until completion,” it partly read.
The letter was dated December 16, 2016, and titled, ‘Carrying out a Comprehensive Human Resource Audit in the National Assembly.’
It was earlier reported in January 2017 that about 100 aides to Saraki were facing job loss.
It was reported that Saraki had set new terms and conditions for retaining their jobs, with their retention based on their performance in their respective offices.

There was confusion at the Ile Zik bus stop, along the Lagos-Abeokuta Expressway on Thursday after a suspected kidnappers’ den was uncovered around a drainage channel.
It was learnt that two “mentally-ill” persons and two others found around the spot were picked up by the police.
Decomposed human intestines, a kidney, as well as items such as a cutlass, pairs of slippers, underwear, clothes, condoms, among others, were allegedly discovered in some black spots linking the drains.
The discovery came barely 48 hours after a similar den was uncovered at Obadeyi bus stop along the same expressway.
It was learnt that residents had seen some persons in tattered clothes at about 1pm hovering around a spot, where a bag covered with black nylon was kept.
It was gathered that the “mad man” took to his heels as the residents confronted his female counterparts with enquiries on their mission in the area.
A resident, who gave his name only as Joshua, said the fleeing suspect confirmed their suspicion and made them to search the spots around the drains, during which the items were uncovered.
He said, “We saw a woman who dressed like a mad person loitering around the drains and we challenged her. At a spot, we saw a bag covered with black nylon. We found some plastic bottles in the bag. While we were emptying the bag and questioning the woman, we saw another ‘mad man’ close to the area. He tried to run away, but people gave him a chase and arrested him.
“While questioning and beating them, policemen came and took them away. We discovered something wrapped in nylon inside the bag. When we opened it, we saw a human kidney and intestines. They were later set ablaze.”
Another witness, Bayo George, said the ‘mad woman’ was popularly called Iya Ibadan and had been staying around the area for long, adding that residents had been monitoring her movement since the Obadeyi incident.
“Yesterday (Wednesday), people challenged her and while talking to her, they discovered a lot of new items in one of the bags she covered with tyres. The other man usually sits around this area too.
“Today (Thursday), we approached her again to ask her some questions and in the process, she ran into hiding in a bush along the drains. We brought her out with some nylons.
“When we emptied the contents of the nylons, we saw new and old female items like pants, bra, toothbrush, lip sticks, bags, a small Bible, comb, cosmetics, a sachet tomato, keys, pairs of shoes, cigarette, glass cup, drinks, and other items.”
One Gbenga Folawiyo said two receipts of drug prescriptions bearing the Lagos State University Teaching Hospital,Ikeja, for a five-year-old, were recovered from her.
He said, “The registration number on one of the receipts is 062181. The two drug descriptions were dated June 28 and July 3, 2017 with N4,800 and N9,600 written on the two receipts respectively.
“N11,500 was boldly written on a paper and placed on the top of the nylon that contained the human parts. Three other persons were also arrested and taken to the Isokoko Police Station. Criminal activities have been on in this area for many years.”
A lady, who did not disclose her name, said she narrowly escaped from some suspected kidnappers at the bus stop two weeks ago.
“I boarded a bus at Ikeja and a few minutes later, I discovered that a lot of people inside the bus had slept off as we were about to reach Ile Zik. I started shouting and the conductor was surprised that I was not asleep.
“When they noticed that a car was coming behind us, they turned back at Ile-Zik and went to stop the car at National bus stop. Immediately they stopped the car, the passengers woke up. I gave testimony in church last week to appreciate God,” she said.
The Lagos State Police Public Relations Officer, ASP Olarinde Famous-Cole, said the police would investigate the incident.
He said, “We swung into action to protect some people from jungle justice. Most of these people are destitute; they live anywhere. It is unfair; let us investigate and come up with our findings. If truly they found human parts, what was the essence of setting them ablaze?”

There is confusion in Oro-Ago community, in the Ifelodun Local Government Area of Kwara State as leaders and members say no fewer than 70 persons have died of a strange illness.
They told our one of our correspondents that the illness was predominant among the Fulani settlers called the Bororos in the community.
It was gathered that a large number of the Bororos had died since the outbreak of the strange illness on July 23, 2017.
Those who spoke with newsmen include the Oloro of Oro-Ago, Oba Tafa Dada; the President, Oro-Ago Development Union, Olaniyi Olushosa; a community member, who identified himself simply as Taiwo; and another concerned person, identified as Stephen.
According to them, those affected by the illness would first vomit blood and some black substances.
They said families had been devastated and called on government to come to their aid.
Olushosa said death toll as a result of the strange illness had hit 70 in two weeks.
He added that he had reported the matter to the state Ministry of Health in Ilorin, through a doctor that he identified simply as Dr. Lawal.
He said, “It is worrisome that the Oro-Ago General Hospital had been abandoned and left dilapidated. No health workers, nothing; right now, our community lacks health centres.
The ODU President called on the Kwara State Government as well as other relevant bodies, to visit the community and stop the harvest of death.
He said, “Death toll has reached about 70 in two weeks. Those affected are mostly the Fulani people. The matter has been reported to the Ministry of Health.
Oba Dada also confirmed the outbreak of the strange illness. He said he sent Olushosa to report the sad development to the Ministry of Health in Ilorin.
He said, “It is true that a strange illness has hit some members of Oro-Ago.
“The affected people vomited blood and some black substances. That is the report that I got. I was also told that many people have died, that was why I sent the ODU president to the ministry of health.”
A resident, Taiwo, said the strange illness started on July 23. He claimed that no fewer than 120 people had died. He said about five persons died on Thursday on the way to the General Hospital, Omu-Oran.
He explained that 74 people died in Michede, in Oro-Ago, between July 23 and Thursday. He added that 36 people died at Gaa Wakil along Oreke Road, Oro-Ago, between Sunday, August 6 and Thursday.
According to him, 14 people died at Orisa via Ahun in Oro. He also said that four people died on Wednesday, while five died on Thursday.
He said, “Since July 23, we have been experiencing a strange disease around the Oro-Ago area. About 120 people have died.
“The symptoms are usually intermittent headaches and serious stomach pain. If it starts, between one hour and one hour thirty minutes, they would start vomiting blood. Those who were unable to vomit blood will die within six hours. But those who vomited blood would stay for about three days before they die.
“We have called the attention of the state Ministry of Health. We have not seen anybody.”
Stephen also said many people had died in the community.
But the Kwara State Commissioner for Health, Alhaji Suliaman Aloge, said there was no strange illness in the area.
He said people were making unnecessary claims because they wanted a functional health centre in the area.
He, however, said he got a report that a woman died on Tuesday of cancer.
Aloge said, “The Public Health Department, through the Epidemiological Unit, has investigated and such a thing is not recorded. There is no outbreak of any strange illness in Oro-Ago. Why some people raised the alarm is that the worker at the health centre in Oro-Ago was transferred and has not been replaced. I have directed relevant units to move another nurse to the health centre.
“I was informed that only one woman died on Tuesday. She died of a confirmed case of cancer. There is nothing like outbreak of illness in that community.”
However, doctors and experts who spoke to our correspondents on Thursday said the symptoms described by the victims were suggestive of a viral haemorrhagic disease.
A surgeon, Dr Adekunle Ashimi, said the symptoms could be indicative of Lassa fever.
Ashimi said, “I know that there was or is a cholera outbreak, but the symptoms described here do not fit cholera. It appears they have another viral haemorrhagic disease from the family of Ebola and Lassa. But samples need to be collected and analysed to get a conclusive diagnosis.”
Corroborating his colleague’s view, a medical practitioner, Dr Adeoye Oyewole, said it could either be a situation aggravated by local poisoning or Lassa fever.
Adeoye said,“I would say a high index for Lassa infection. Also, considering the population and the mortality figure, it could be poisoning. Let’s not forget that Lassa itself is poisoning of food by rat faeces and urine. There is a local factor in that place that is poisoning their collective food or water intake. A lot of analyses are required.”
The Director, Institute for Molecular Science and Biotechnology, University of Ilorin, Kwara State, Dr Ayokunle Afolabi-Toye, said a blood toxicological screening would yield some insight into an accurate diagnosis of the disease.
He noted that epidemiologists and relevant health authorities in the state needed to confirm the deaths
Afolabi-Toye said, “I would first explore the possibility of chemical poisons in the community. Not enough symptoms are reported and the sequence and timing of appearance of symptoms is not indicated either. But blood toxicological screening will yield some insights.”
